Children are our future, so when it comes to their safety, parents, guardians, and adults have a duty to protect them. Once children are on school property, their safety and well-being become the responsibility of the school staff, governors and headteachers.

According to a document on school fire alarms, the Department for Communities and Local Government (CLG) says “over 1300 school fires a year in England and Wales are attended by local authority Fire and Rescue Services. Around 60% of these are started deliberately…. While the primary concern is for the safety of the users of school buildings, a fire can have a serious impact on children’s education due to disruption and loss of coursework.

The short-term effects of loss of facilities and equipment can be calculated, but the longer-term effects of loss of coursework, disruption of classes and lowering of morale are much harder to quantify. It is clear that a major fire is likely to disrupt a child’s education for many months and could mean postponing tests and exams”

The Department for Children, Schools and Families says that a school’s objectives for primary and high school fire alarm protection should include:

• Minimising the effects of fire on the operation of the school (primarily, teaching)
• Limiting the effects of interruption to operation of the school
• Seeking to have the school operational within 24 hours; and
• Protecting the buildings

Government guidance on School fire safety and fire alarms in new and existing school buildings

The article provides information to school staff, governors and school fire alarm designers and installers about the basic requirements with fire alarm for school. The guidance shows various design approaches for complying with and meeting the different fire safety needs and fire alarm for schools.

According to government estimates (CLG), “the average annual cost of school fires 2000-2004 was £58 million per year.” And “In secondary schools where fires are a frequent occurrence, 43% report a fire occurring in one year with the average loss being £100,000.”

A variety of approaches are needed for implementation of effective security. Security breaches and associated vandalism, arson and theft in schools severely disrupts the normal daily routine of schools, and often results in the loss of valuable and irreplaceable personal resources, teaching materials and students’ work.”

Rehearsals and training are a legal requirement with fire alarm for schools and are intended to ensure pupils and staff are kept safe in the event of a fire. It is the responsibility of the headteacher and governing body to ensure that fire evacuation drills are carried out. A fire drill should be taken once per term.

It must be made clear to everyone that when a fire is discovered that without hesitation the alarm is raised by operating the nearest fire alarm call point and any suspected fire no matter how small should be reported immediately to the Fire Service

When the fire alarm is heard the pupils must be instructed to leave the building as quickly and calmly as possible. Every teacher ensures the classroom is cleared and a designated person performs one last check. Arrangements should be made for staff and pupils with disabilities to ensure that they are assisted during an evacuation.

During an evacuation, it should be clarified that:

• No running or pushing is to be permitted.
• Overtaking of classes or individuals must not be permitted.
• Lifts must not be used.
• No one must be allowed to re-enter the building until told to do so by the senior person in charge.

The assembly point should be clearly marked to aid in a quick roll call and must be far enough away from from the school premises. At the assembly point, there needs to be a responsible person to ensure that all pupils, staff and visitors have been accounted for and any that is not that the fire service is informed upon arrival.

The information the Fire Service will need to know:

• Is everyone accounted for?
• If anyone is missing: How many and if possible what is their usual location or where were they last seen?
• Where is the fire located?
• Are there any hazardous substances involved in the fire

Any attempt to made to fight a fire should be:

• Secondary to life.
• done by trained individuals in the use of firefighting equipment employed in the premises.

Schools with multiple sites where the school fire alarm is not linked must have a procedure to contact other buildings.
